Agua, aire y suelo: autorizaciones y analíticas con vencimientos vigilados
Las obligaciones ambientales se incumplen casi siempre por vencimiento, no por desconocimiento: una autorización caducada, una analítica de vertimiento fuera de plazo o un valor por encima del límite autorizado. El agua es donde más se sanciona y donde más reguladores concurren —en Latinoamérica tiene autoridad propia, distinta de la ambiental general—, así que aquí no es un apartado de la autorización: es un control con su calendario y su valor límite. El control efectivo consiste en vigilar fechas y valores de forma continua.
